People Scrutiny Panel – 7 November 2012

PRESENT:  Councillor Marper in the Chair.
Councillors Collinson (Vice-Chair), Godfrey, P Vickers and Wells.

Statutory Co-opted Members: Mrs A Dunkerley (Parent Governor Representative) and Mr W Egan and Mrs W Witter (Church Representatives).

The panel met at the Civic Centre, Scunthorpe.

139  DECLARATIONS OF DISCOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

140  PUBLIC REQUESTS TO SPEAK There were no requests received.

141  EXECUTIVE ACTION PLAN IN RESPONSE TO THE RECOMMENDATIONS CONTAINED IN THE PEOPLE SCRUTINY PANEL REPORT ON ‘CORPORATE PARENTING AND SERVICES TO LOOKED AFTER CHILDREN AND YOUNG PEOPLE IN NORTH LINCOLNSHIRE’ – The Chairman welcomed Paul Cowling, the council’s Service Manager for Specialist Services within the People Directorate to the meeting to discuss the Executive’s draft action plan in response to the scrutiny panel’s review of ‘Corporate Parenting and Services to Looked After Children and Young People in North Lincolnshire’.

Members were guided through each recommendation and a discussion ensued on all the outstanding actions.

Resolved – (a) That the council’s Service Manager for Specialist Services within the People Directorate be thanked for his attendance and for answering members’ questions, and (b) that the draft action plan be referred to the People Cabinet Member at his next available meeting for consideration.

142  NORTH LINCOLNSHIRE COUNCIL SERVICES TO SCHOOLS – The Chairman welcomed Becky McIntyre to the meeting, the council’s Head of Resources from the People Directorate.  Mrs McIntyre had been invited to discuss with members the results from the customer feedback questionnaires which had been received from schools to learn their views on the services the council was/could provide to them.

Members were guided through the questionnaire responses and a discussion ensued on areas the panel had concerns about.

Resolved – (a) That the council’s Head of Resources within the People Directorate be thanked for her attendance and for answering members’ questions, and (b) that the questionnaire responses be noted.

143  REVIEW OF ENSURING YOUNG PEOPLE HAVE THE RELEVANT SKILLS TO MOVE INTO EMPLOYMENT– Members considered the draft report on the review of ‘ensuring young people have the relevant skills to move into employment’ and discussed potential conclusions and recommendations for inclusion in the final report.

Resolved – (a) That the amendments discussed at the meeting be included in the report, and (b) that a further draft be brought back to the next meeting.

144  JOINT REVIEW WITH THE PEOPLE SCRUTINY PANEL – ‘STRANGER DANGER IN NORTH LINCOLNSHIRE’ – The Director of Policy and Resources circulated the scrutiny brief and review timetable for their forthcoming joint review into ‘stranger danger in North Lincolnshire’.

Resolved – That the scrutiny brief and review timetable be agreed.
