People Scrutiny Panel (Special Meeting) – 21 February 2013

PRESENT:  Councillor Marper in the Chair.

Councillors Collinson (Vice-Chair), Barker, Evison, and Wells.

Statutory Co-opted Members:  Mrs Angela Dunkerley (Parent Governor Representative) and Mr W Egan (Church Representatives).

Councillors Robinson, Whiteley and Wilson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

175   PUBLIC REQUESTS TO SPEAK There were no requests received.

176   ITEM REQUESTED FOR CALL-IN IN ACCORDANCE WITH PARAGRAPH 22 OF PART D RULE 5 (OVERVIEW AND SCRUTINY PROCEDURE RULES)OF THE COUNCIL’S CONSTITUTIONMinute 53 of the People Cabinet Member meeting held on 15 February 2013 – Appointment of Authority School Governors – The Chairman asked the scrutiny panel member who had requested the call-in, to introduce his reasons for calling-in the above decision taken by the People Cabinet Member. These were based on the issue that when the Cabinet member when making his decision on who should be appointed as authority school governors does not publish a list or indicate those who were seeking a governor placement, the minutes are published with just the successful applicants listed.

The Cabinet Member Councillor Waltham was then invited to reply on the issue and update the panel members on his reasons behind not publishing the full list of applicants. He then continued the debate and answered panel member’s questions.

Resolved – That no further action be taken, and the above decision of the People Cabinet Member (minute 53 refers) be implemented with immediate effect. (The voting being equal on the above matter, Minute 176, the chairman used his second and casting vote in favour of the motion)
