229  MINUTESResolved – That the minutes of the proceedings of this panel held on 9 January, and the special meeting held on 9 January 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

230  PUBLIC REQUESTS TO SPEAK – There were no requests received.

231  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor C Sherwood to the meeting, the council’s Cabinet Member for Customer Services, Sport and Leisure.  Councillor Sherwood had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.  Namely –

  • An update on the Start for Life programme
  • Consultation on improvements to Quibell Park
  • Negotiations over future operator of Epworth Leisure Centre
  • Success of apprenticeship recruitment
  • Grants to organisations to improve sports facilities
  • Brigg Heritage Centre receipt of the raft
  • Success of Broughton library
  • Mobile library consultation
  • Launch of the council’s self service portal
  • Submission of the Joint Strategic Needs Assessment to the Police and Crime Commissioner

Resolved – (a) That the oral update be noted, and (b) that the Cabinet Member for Customer Services, Sport and Leisure be thanked for his attendance, presentation and for answering members’ questions.

232  HOME CHOICE LINCS – The Chairman welcomed Mark Sherwood, the council’s Housing Strategy and Policy Manager and Lisa Melin, the Home Choice Lincs Team Manager from North East Lincolnshire Council to the meeting.  Mr Sherwood and Mrs Melin had been invited to the meeting to update members on the recent changes to the Home Choice Lincs social housing allocations policy and the council’s role in administering the policy.

Following the presentation, the Chairman facilitated a discussion between the panel members and the Housing Strategy and Policy Manager and Home Choice Lincs Team Manager.

Resolved – (a) That the Housing Strategy and Policy Manager and the Home Choice Lincs Team Manager be thanked for their attendance, presentation and for answering members questions, and (b) that the impact of the policy be considered by this panel in six months.

233  (26)  POLICE AND CRIME COMMISSIONER FOR HUMBERSIDE – POLICE AND CRIME PLAN – The Director of Policy and Resources circulated the Humberside Police and Crime Commissioners draft Police and Crime Plan for April 2013 to March 2017.  The plan was currently out for consultation, and the Commissioner was inviting as many interested groups as possible to comment on the document.

Resolved – That the Police and Crime Commissioner for Humberside be invited to the panel’s next meeting to discuss with members the draft Police and Crime Plan.
