Corporate Scrutiny Panel – 19 December 2013

The panel met at the Civic Centre, Scunthorpe.

222  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Cllr Davison declared a personal interest as her partner worked for North Lincolnshire Council.

No whip was declared.

223  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 4 July 2013, 25 July 2013, 5 September 2013, 26 September 2013, 17 October 2013, 7 November 2013 and 28 November 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

224  PUBLIC REQUESTS TO SPEAK There were no requests received.

225  SICKNESS MANAGEMENT – The Chairman welcomed Debbie Searles, HR Strategy and Performance Manager, to the meeting, before summarising work completed to date.  The panel discussed several key issues with Debbie, primarily around the processes that managers go through when addressing attendance and sickness management.  Members asked a range of questions, including on policy exceptions and flexibility, trend management, staff engagement, and redeployment.

Resolved – (a) That Debbie Searles be thanked for her attendance, (b) that further discussions with appropriate HR personnel be arranged for the panel’s next meeting, and (c) that the situation be noted.
