Corporate Scrutiny Panel – 9 January 2014

PRESENT:  Councillor Robinson in the chair.

Councillors Wilson (Vice-Chair), Glover, Jawaid MBE and Wardle.

Councillors Swift and Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

227  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

228  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 19 December 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

229  PUBLIC REQUESTS TO SPEAK There were no requests received.

230  SICKNESS MANAGEMENT – The Chairman introduced Helen Manderson, Assistant Director Human Resources, and Debbie Searles, HR Strategy and Performance Manager, to the meeting.  Helen and Debbie had been invited to further discuss return-to-work processes, and related issues. The panel discussed a range of related topics with Helen and Debbie, including the return-to-work form, the managers’ checklist and long-term support for employees.

Resolved – (a) That Helen Manderson and Debbie Searles be thanked for their attendance, and (b) that the situation be noted.

231  INDIVIDUAL ELECTORAL REGISTRATION – The Chairman welcomed Simon Driver, Chief Executive, Mel Holmes, Head of Democratic Services, and Anthia Taylor, Electoral Services Manager, to the meeting.  Mel and Anthia gave a detailed presentation on the background, purpose, and the progress in implementing the new Individual Electoral Registration (IER) programme.  Simon, Mel and Anthia then answered questions from members of the panel, including on topics such as registration for those under the age of 18, the possible consequences of not registering, the Electoral Roll, and linking the council’s systems with those at the Department for Work & Pensions.  A discussion on the risks of the programme was led by the Chairman.

Resolved – (a) That Simon Driver, Mel Holmes and Anthia Taylor be thanked for their attendance, (b) that the situation be noted, and (c) that the panel receive a further update at a suitable time in the future.
