Health Scrutiny Panel – 14 January 2014

MINUTES

PRESENT:  Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Ogg.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

176  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

177  PUBLIC REQUESTS TO SPEAKThere were no requests received.

178  THE BETTER CARE FUND The Chairman welcomed Becky McIntyre, Assistant Director Prevention and Commissioning, Victoria Gibbs, Head of Integrated Commissioning, Allison Cooke, Chief Officer North Lincolnshire Clinical Commissioning Group, and Caroline Briggs, Director of Commissioning, to the meeting.   The Chairman led a wide-ranging discussion on the aims, local approach, and implementation of the Better Care Fund locally, and associated workstreams.  Members asked a number of questions on related issues, including the alignment of the fund with plans to implement integrated health and social care teams, the potential impact on the wider system, timescales, and the method of agreement with the government.

Resolved – (a) That Allison Cooke, Caroline Briggs, Becky McIntyre and Victoria Gibbs be thanked for their attendance and input, and (b) that the situation be noted and incorporated into the panel’s work on health and social care integration.

179  DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
