Health Scrutiny Panel – 18 June 2013

MINUTES

PRESENT:  Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Ogg.
Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

122  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

123  PUBLIC REQUESTS TO SPEAK – There were no requests received.

124  PRESENTATION ON MEN’S HEALTH – The Chairman welcomed Bob Hulme, Health Improvement Practitioner (Specialist) to the meeting.  Bob gave a presentation to the panel on men’s health in North Lincolnshire, focussing on the increased risk of men developing a range of health conditions, accessibility of care, men’s poorer life expectancy when compared to females, and health outcomes.  Members asked a number of questions, including the various initiatives to promote men’s health across North Lincolnshire, smoking rates, mental health and hepatitis.

Resolved – (a) That Bob Hulme be thanked for his presentation, and (b) that the panel conduct a scoping exercise at their next meeting to decide an approach to investigating this issue in more depth.

125  THE STANDARDISED HOSPITAL MORTALITY INDEX (SHMI) IN NORTHERN LINCOLNSHIRE AND GOOLE – The Director of Policy and Resources updated the panel on the recent visit to the area by Professor Sir Bruce Keogh’s team.  A risk summit was due to be held in early July, prior to the publication of the team’s report being published the following week.  The Director, Policy and Resources, also confirmed that the local health economy would feed back comments on the panel’s draft report into the SHMI.

Resolved – (a) That the Chairman and Vice-Chair consider the feedback on the draft report in due course, (b) that the panel receive a comprehensive draft at the next public meeting, and (c) that, following publication of the Keogh report, this be circulated to all members of the panel.

126  (1)  CARE QUALITY COMMISSION, INSPECTION REPORT FOR SCUNTHORPE GENERAL HOSPITAL – The Director of Policy and Resources updated the panel on an inspection by the Care Quality Commission to Scunthorpe General hospital on 13 and 15 February 2013.  The report found that the hospital met 4 of the 6 standards, with concerns raised about ‘the care and welfare of people who use this service’ and ‘supporting workers’.  An action plan had been prepared, and the hospital would be re-inspected in due course.

Resolved – (a) That the action plan be circulated to members, and (b) that the situation be noted.

127  CONTINENCE SERVICES – The Chairman and Director of Policy and Resources updated the panel on ongoing work on continence services.  A draft report was currently being prepared and would be included on a future agenda.

128  DEVELOPMENTS IN HEALTH – Members received a short, verbal update on developing issues relevant to the panel’s terms of reference.  This included an update on the situation regarding children’s congenital heart surgery, and the recent publication of a summary of the public health challenges across North Lincolnshire.
