Health Scrutiny Panel – 27 February 2014

MINUTES

PRESENT: Councillor Barker in the chair.

Councillors Bainbridge, Eckhardt, Ogg and Robinson.

Councillors Whiteley and Wilson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

188 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Councillors Barker, Ogg and Robinson declared personal interests as they had family members employed by local NHS organisations.

No whip was declared.

189 PUBLIC REQUESTS TO SPEAK– There were no requests received.

190 (13) INTEGRATED HEALTH AND SOCIAL CARE LOCALITY TEAMS – The Director Policy and Resources gave an oral update to the panel about a paper on the Better Care Fund that was due to be considered by the Health and Wellbeing Board. This report set out a range of options around local performance metrics and targets, as well as describing how the Better Care Fund would meet national conditions for integrated health and social care. The Chairman then led a discussion on the panel’s next steps.

Resolved – (a) That the latest position regarding the Better Care Fund and the integration of health and social care be noted, and (b) that the panel continue to monitor progress, with the aim of finalising their work on the subject.

191 (14) CQC INSPECTION REPORTS – The Director Policy and Resources updated members on the recent publication of CQC reports following unannounced visits by inspectors to Scunthorpe General Hospital and Diana, Princess of Wales Hospital.

Resolved –That the situation be noted.

192 HEALTHY LIVES, HEALTHY FUTURES – The Director Policy and Resources gave an oral update to the panel following a stakeholder summit hosted by the local Clinical Commissioning Groups. This included emerging issues likely to be incorporated into the Healthy Lives, Healthy Futures programme, and associated consultation.

Resolved –That the situation be noted.

193 DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
