Health Scrutiny Panel – 4 February 2014

MINUTES

PRESENT:  Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Glover.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

181  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Councillors Barker, Bromby and Ogg declared personal interests on agenda item 183 as they had family members employed by local NHS organisations.

No whip was declared.

183  UPDATE FROM THE CHIEF EXECUTIVE, NORTHERN LINCOLNSHIRE & GOOLE NHS FOUNDATION TRUST.  The Chairman welcomed Karen Jackson, Chief Executive, and Angie Smithson, Director of Operations, Northern Lincolnshire & Goole NHS Foundation Trust to the meeting.  Karen was invited to update the panel on a number of issues, and the performance of the Trust as a whole.  Karen began by discussing the Summary Hospital Index Mortality Rate, noting that the trend continued to improve, and that the Trust was no longer an outlier on performance.  Karen also discussed ward staffing levels and skill mix, provided some background information on the Family Nurse Partnership, and also confirmed that a new Medical Director was now in place.

With Allison Cooke, Chief Officer, North Lincolnshire Clinical Commissioning Group, Karen provided the panel with an update on the Healthy Lives, Healthy Futures programme.  This described the likely format of the forthcoming consultation, alongside a draft timetable.

Resolved – (a) That Karen Jackson and Angie Smithson be thanked for their update, and (b) that the situation be noted.

184  INTEGRATED HEALTH AND SOCIAL CARE LOCALITY TEAMS The Chairman welcomed Karen Fanthorpe, General Manager – Community and Therapy Service Group, Northern Lincolnshire & Goole NHS Foundation Trust, Allison Cooke, Chief Officer, North Lincolnshire Clinical Commissioning Group, Rob Waltham, Cabinet Member for People, Karen Pavey, Assistant Director of Adult Services, and Julie Clark, Principal Social Worker – Case Management, North Lincolnshire Council, to the meeting.  The Chairman explained that the witnesses had been invited to attend to discuss the progress in implementing the integrated locality teams across North Lincolnshire.  Karen Fanthorpe explained the background to the teams, and a wide ranging discussion took place, covering integration, engagement with GPs, funding issues, and patient outcomes.

Resolved – (a) That Karen Fanthorpe, Allison Cooke, Karen Pavey, Rob Waltham and Julie Clark be thanked for their attendance and input, and (b) that the situation be noted and incorporated into the panel’s work on health and social care integration.

185  (12)  CONGENITAL HEART DISEASE REVIEW – The Director Policy and Resources updated members on the latest position with the new national review of congenital heart disease services.  Revised Terms of Reference were considered by the panel, which would aim to enable the Joint Health Overview and Scrutiny Committee (Yorkshire and the Humber) to consider any forthcoming proposals for reconfiguration, in line with legislation.

Resolved – (a) That the revised Terms of Reference be agreed, and (b) that the Chairman be nominated as the North Lincolnshire representative on the Joint Health Overview and Scrutiny Committee (Yorkshire and the Humber) to consider forthcoming proposals from NHS England on congenital heart disease services.

186  DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
