People Scrutiny Panel – 19 June 2013

MINUTES

PRESENT:  Councillor Marper in the Chair.
Councillors Collinson, Glover, Godfrey and Wells.

Statutory Co-opted Members: Mrs D Senior and Mrs P Whittaker (Parent Governor Representative) and Mr W Egan and Mr P Thompson (Church Representatives).

The panel met at the Civic Centre, Scunthorpe.

199  DECLARATIONS OF DISCOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

200  PUBLIC REQUESTS TO SPEAK There were no requests received.

201  (3)  MEETINGS OF THE SCRUTINY PANEL – The Director of Policy and Resources circulated a revised list of dates and times of future panel meetings for 2013/2014.  The Chairman explained that it was envisaged that informal meetings or sub-groups would meet in-between formal dates, reporting back to the full panel.

Resolved – That the revised dates and times be noted.

202  REVIEW OF CHILDHOOD WEIGHT IN NORTH LINCOLNSHIRE – The Chairman welcomed Emma Howard-Drake the obesity co-ordinator to the meeting who gave a presentation on the refreshed and revised obesity action plan for North Lincolnshire.  The plan was for 2013-2018 and was in line with the change 4 life actions recommended for the authority.  She highlighted 5 main themes for the action plan which included:- 1) children’s health weight and healthy growth, 2) promoting healthier food choices, schools provision and the uptake of school meals, 3) in school and extra curricular activity, 4) creating incentives for better health, and the 5th theme is to provide personalised advice and support to parents and children who are obese.

The panel also discussed one of the biggest impacts on the children was during their time at school either at lunch times or during physical activity.  The panel thought it would be a good idea to visit a mix schools in North Lincolnshire and take a look at what meals were available to pupils, what the pack up policies entailed and the physical activity available during and after school hours.

Resolved – a) That Emma Howard-Drake be thanked for her informative presentation, and b) that a mixture of schools be contacted and members of the panel split into small groups to carry out visits.
