People Scrutiny Panel – 8 April 2014

MINUTES

PRESENT:  Councillor Marper in the Chair.

Councillors Godfrey, Clark and Wells.

Statutory Co-opted Members: Mrs D Senior (Parent Governor Representative) Mr W Egan (Church Representative).

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

253  DECLARATIONS OF DISCOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following member declared a personal interest – There were no declarations of pecuniary or personal and prejudicial interests.

No whip was declared.

254  PUBLIC REQUESTS TO SPEAK There were no requests received.

255  TEENAGE CONCEPTION RATE IN NORTH LINCOLNSHIRE – The Chairman invited Frances Cunning, Director of Public Health to the meeting to give an update on the current teenage conception rates in North Lincolnshire.  The panel received a very informative presentation outlining the current position, and was also informed that the next set of statistical data would not be available February 2015.  The panel discussed the current situation, and officers answered member’s questions.

Resolved – (a) That the officers be thanked for their attendance, and (b) that the up to date statistics be brought back to this panel once available in February 2015.

256  CHILDHOOD WEIGHT IN NORTH LINCOLNSHIRE – The Chairman introduced Emma Howard-Drake to the meeting who was invited to update the panel on the draft response going to the Cabinet, based on the People Scrutiny panels recommendations on childhood weight in North Lincolnshire. Emma introduced the action plan and the actions to be taken on the 16 recommendations made in the scrutiny report.  Discussions took place on various recommendations and members requested a few changed be made before submitting it to the next Cabinet meeting.

Resolved – (a) That Emma Howard-Drake be thanked for attending the meeting, and (b) that the action plan be amended as requested.
