MINUTES

PRESENT:  Councillor Evison in the chair.
Councillors Davison (vice chair), England, Oldfield and T Foster.
Councillors Collinson, Ogg and Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).
The panel met at the Civic Centre, Scunthorpe.

344  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 8 January 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

345  PUBLIC REQUESTS TO SPEAK – There were no requests received.

346  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor N Sherwood to the meeting, the council’s Cabinet Member for Highways and Neighbourhoods.  Councillor Sherwood had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.  Namely, various highway infrastructure projects that were due to commence imminently.

Following the update, the Chairman invited members to question the Cabinet Member for Highways and Neighbourhoods.

Resolved – (a) That the oral update be noted, and (b) that the Cabinet Member for Highways and Neighbourhoods be thanked for his attendance, presentation and for answering members’ questions.

347  NORTH LINCOLNSHIRE FLOODING – 5 DECEMBER 2013 – The Chairman welcomed Simon Driver, Peter Williams and Mike Dugher to the meeting, the council’s Chief Executive, Director of Places and Environment Agency (Anglian) Area Coastal Manager.

Messrs Driver, Williams and Dugher had been invited to the meeting to discuss the tidal surge that occurred on Thursday 5 December 2013, which affected parts of North Lincolnshire so adversely.

Members were briefed on the following –

  • Emergency control centre
  • Council contact centre
  • Forward Liaison Officers
  • Emergency Link Officers
  • Rest centres
  • Transport operations
  • Media/Public Relations queries
  • Clean up operation
  • Financial support
  • Community support
  • Highways repairs
  • Housing assistance
  • Number of properties flooded
  • Cost to council of responding to the tidal surge
  • Reasons for tidal surge, and
  • Lessons learnt

Following the briefing, the Chairman facilitated a discussion between the panel members and Mr Driver, Mr Williams and Mr Dugher.

Resolved  (a) That the Environment Agency attend a future meeting to present the findings from its remodelling of North Lincolnshire’s waterways, (b) that the council’s Chief Executive attend a future meeting to present its action plan in response to the 5 December 2013 floods, and (c) that Mr Driver, Mr Williams and Mr Dugher be thanked for their attendance, presentation and for answering members’ questions.
