Corporate Scrutiny Panel – 19 June 2014

PRESENT:  Councillor Robinson in the chair.

Councillors Wilson (vice-chair), Ellerby, P Vickers and Wardle.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

258  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

259  PUBLIC REQUESTS TO SPEAK There were no requests received.

260  REGENERATING NORTH LINCOLNSHIRE – The Chairman welcomed Marcus Walker to the meeting, the council’s Assistant Director for Planning and Regeneration.  Mr Walker had been invited to provide an overview of the key regeneration projects that had either been undertaken, or were due to commence in North Lincolnshire over the past three years.  This would enable members to gain a greater understanding of the scale and nature of the projects, so as to assist them with scoping their forthcoming review into ‘regenerating North Lincolnshire’.

The Assistant Director delivered an oral presentation, before the Chairman facilitated a discussion on the regeneration projects that had either been undertaken, or were due to commence in North Lincolnshire over the past three years

Resolved – (a) That the position be noted; (b) that the areas for further discussion identified by members be timetabled into the panel’s forthcoming meetings, and (c) that the Assistant Director for Planning and Regeneration be thanked for his attendance, presentation and for answering members’ questions.

261  EXECUTIVE ACTION PLAN IN RESPONSE TO THE RECOMMENDATIONS CONTAINED IN THE ‘2012 EMPLOYEE SURVEY (OCTOBER 2013)’ OVERVIEW AND SCRUTINY REPORT – The Chairman welcomed Helen Manderson, the council’s Assistant Director for Human Resources to the meeting to discuss the Executive’s action plan in response to the scrutiny panel’s review of the ‘2012 employee survey (October 2013)’.

Members were guided through each recommendation and a discussion ensued on all the outstanding actions.

Resolved – (a) That the council’s Assistant Director for Human Resources be thanked for her attendance and for answering members questions, and (b) that the action plan be referred to Cabinet at its next available meeting for its consideration.
