Health Scrutiny Panel – 3 June 2014

PRESENT:  Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Ogg.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

213 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

214 PUBLIC REQUESTS TO SPEAK – There were no requests received.

215 (1) TERMS OF REFERENCE – The Director of Policy and Resources briefed members on the Health Scrutiny Panel’s terms of reference and panel membership which were agreed by council at its Annual Meeting on 13 May 2014.

Resolved – That the panel’s terms of reference and panel membership be noted.

216 (2) MEETINGS OF THE SCRUTINY PANEL – The Director of Policy and Resources circulated dates of future scheduled meetings.  The Chairman explained that it was envisaged that informal meetings or sub-groups could meet in-between formal dates, reporting back to the full panel.

Resolved – That the position be noted.

217 MENTAL HEALTH CRISIS RESOLUTION – The Chairman welcomed Dianne Graham and Judith Graham from Rotherham, Doncaster and South Humber Mental Health NHS Foundation Trust to the meeting and invited them to give a presentation around the work of the Crisis Resolution Team.  Dianne and Judith gave an overview of the work and make-up of the team, how people are referred into the service, and referral pathways into treatment or support.  Members asked a number of questions about the team and the service it provides, including numbers of referrals, links to other agencies and ongoing support.

Resolved – (a) That Dianne Graham and Judith Graham be thanked for their attendance and, (b) that the situation be noted.

218 HOME SUPPORT IN NORTH LINCOLNSHIRE – The Chairman welcomed Karen Pavey, Assistant  Director Adult Services, to the meeting.  The Chairman explained that Karen had been invited to the meeting to give an oral update on the current provision of Home Support, and to inform members of the progress arising from the People Scrutiny Panel’s 2012 report ‘Home Support in North Lincolnshire’.  Karen provided a comprehensive update on the current system, and how it may develop in the future, responding to members’ questions.

Resolved – (a) That Karen Pavey be thanked for her attendance, and (b) that a list of follow-up questions be forwarded to Karen in order to seek detailed responses.

219 DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
