Health Scrutiny Panel – 14 July 2014

PRESENT:- Councillor Mrs Bromby in the chair.

Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Ogg.

Councillor Wilson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

226 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

No whip was declared.

227 PUBLIC REQUESTS TO SPEAK – There were no requests received.

228 NHS ENGLAND – PROPOSED MERGER OF ASHBY CLINIC / WEST COMMON LANE MEDICAL PRACTICE – The Chairman welcomed Dr Andrew Lee from West Common Lane Medical Practice, Rachel Singyard, Primary Care Commissioning Manager from NHS England’s Area Team, Wendy Ryder, Practice Manager at West Common Lane Medical Practice and Jan Till, Practice Development Manager at Ashby Clinic to the meeting. The Chairman explained that the witnesses had been invited to discuss a proposal to merge the Ashby Clinic with West Common Lane Medical Practice in order to extend the range of services, increase patient choice and ensure the future viability of both sites.

Members asked a number of questions about the proposal, including issues such as staffing and clinical cover, patient engagement, funding and timescales.

Resolved – (a) That the situation be noted, and (b) that all witnesses be thanked for their attendance.

229 ALLEGED PATIENT SAFETY INCIDENTS – The Chairman confirmed that this issue would be deferred until a future meeting, pending the publication of ongoing investigations.

230 HEALTHY LIVES, HEALTHY FUTURES – The Director of Policy and Resources gave a brief update to the panel on the ongoing Healthy Lives, Healthy Futures consultations and programme.  It was confirmed that the panel would receive a presentation on options for Hyperacute Stroke and Ear, Nose and Throat services at their meeting on 2 September 2014.

Resolved – (a) That the situation be noted, and (b) that arrangements be made with relevant colleagues from the sub-region to effectively scrutinise the wider Healthy Lives, Healthy Futures programme.

231 (3) LGA PUBLICATION – A COUNCILLOR’S GUIDE TO THE HEALTH SYSTEM IN ENGLAND.  Copies of this new LGA publication were circulated to all members of the scrutiny panel for members’ information.

232 DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
