Places Scrutiny Panel – 10 February 2015

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

446 PUBLIC REQUESTS TO SPEAK – There were no requests received.

447 (11) ENFORCEMENT OF HIGHWAYS RESTRICTIONS FOR VISITORS ATTENDING ATTRACTIONS AND EVENTS IN NORTH LINCOLNSHIRE – Further to Minute 397, the Chairman welcomed Chris Matthews, Rob Beales and Mike Simpson to the meeting, namely the council’s Assistant Director Community Services, Head of Highway Services and Team Manager – Highway Policy respectively.  The officers had been invited to update the panel on progress being made by the council in ensuring the enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire.

The Assistant Director had previously circulated a discussion paper which was due to be considered by the Highways and Neighbourhoods Cabinet Member at his briefing on 17 February 2015.

The paper outlined two options that were available to the Cabinet Member as the best way for the council to support community events, in respect of traffic management arrangements

The Chairman then facilitated a discussion between Panel Members and the Assistant Director, Head of Highways Services and Team Manager – Highway Policy.

Resolved – (a) That the Assistant Director Community Services, Head of Highway Services and Team Manager – Highway Policy be thanked for their attendance, verbal presentation and for answering members’ questions, and (b) that the Scrutiny Panel recommends the Highways and Neighbourhoods Cabinet Member agree to the establishment of a support service for local events as outlined in the paper.

448 PLACES SCRUTINY PANEL – The Director of Policy and Resources informed Panel Members that the 25 February 2015 meeting was now being held at Billet Lane, and the Chairman had agreed to call a special meeting of the panel on 4 March 2015, to allow members to discuss the arrangements for the forthcoming Local and General Election on Thursday 7 May 2015.

Resolved – That the position be noted.
