Places Scrutiny Panel – 10 September 2014

PRESENT:  Councillor Evison in the chair.

Councillors Collinson and Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).
The panel met at the Civic Centre, Scunthorpe.
405  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following member declared a personal interest –

406  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 29 July 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

407  PUBLIC REQUESTS TO SPEAK – There were no requests received.

408  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor Redfern to the meeting, the council’s Cabinet Member for Regeneration.  Councillor Redfern had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.  The Cabinet Member focussed on developments being made with the council’s apprenticeship scheme, an update on the University Technology College, employment and training statistics and successfully awarded grants.

Following the update, the Chairman invited members to question the Cabinet Member for Regeneration.

Resolved – (a) That the oral update be noted, and (b) that the Cabinet Member for Regeneration be thanked for her attendance, presentation and for answering members’ questions.

409  (7)  URGENT ITEM – EXECUTIVE ACTION PLAN IN RESPONSE TO THE RECOMMENDATIONS CONTAINED IN THE ‘CHILD SEXUAL EXPLOITATION IN NORTH LINCOLNSHIRE’ OVERVIEW AND SCRUTINY REPORT – The Director of Policy and Resources submitted a report to advise members of the Executive’s action plan in response to the Places Scrutiny Panel’s review into ‘child sexual exploitation in North Lincolnshire’.

An urgent decision was sought on this matter to allow any comments to be fed into Cabinet, in line with the council’s Constitution.

Consequently, the Chairman welcomed Stuart Minto, the council’s Head of Safer Neighbourhoods and Katie Newborn, Local Safeguarding Children’s Board Business Manager to the meeting to discuss the Executive’s action plan in response to the scrutiny panel’s review of ‘child sexual exploitation in North Lincolnshire’.

Members were guided through each recommendation and a discussion ensued on all the outstanding actions.

Resolved – (a) That the council’s Head of Safer Neighbourhoods and Local Safeguarding Children’s Board Business Manager be thanked for their attendance and for answering members questions, and (b) that the action plan be referred to Cabinet at its next available meeting for its consideration.

410  THE PROMOTION OF TOURISM IN NORTH LINCOLNSHIRE– The Director of Policy and Resources provided an oral update on the status of the review.

Resolved – That the update be noted.

411  (8)  ANTI SOCIAL BEHAVIOUR, CRIME AND POLICING ACT 2014 – The Director of Policy and Resources updated members on the Anti Social Behaviour, Crime and Policing Act and the implications for North Lincolnshire.  The new legislation was set to commence on 20 October 2014.

Resolved – That the update be noted.
