The panel met at the Civic Centre, Scunthorpe.

381  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 28 May 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

382  PUBLIC REQUESTS TO SPEAK – There were no requests received.

383  CABINET MEMBER AND SERVICE AREA PRIORITIESResolved – That consideration of this item be deferred to a future meeting.

384  ADDED ITEMSResolved – That consideration of the ‘enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire’ added item be considered at the panel’s meeting on 8 July and the ‘placement of council employed PCSO’s’ added item be considered at the panel meeting on 29 July 2014.

385  THE PROMOTION OF TOURISM IN NORTH LINCOLNSHIRE– The Chairman guided panel members through the evidence received so far, and sought members views on who the panel should speak to so as to aid their information gathering.

Resolved – That the position be noted.

386  (3)  HOME AFFAIRS SELECT COMMITTEE INQUIRY INTO THE IMPACT OF POLICE AND CRIME COMMISSIONERS – The Director of Policy and Resources circulated the Home Affairs Select Committee progress report into the impact of Police and Crime Commissioners.  The report examined the work of the commissioners during their first 18 months in office.  It considered their effectiveness to date in, for example, engaging the public and developing collaborative ways of working.  It also looked at the relationships they have developed with their chief constables, including commissioners’ power to hire and fire, which had attracted significant controversy.

Resolved – That the report be noted.

387  (4)  REPORT OF THE PARLIAMENTARY INQUIRY INTO THE EFFECTIVENESS OF LEGISLATION FOR TACKLING CHILD SEXUAL EXPLOITATION AND TRAFFICKING WITHIN THE UK – The Director of Policy and Resources circulated the final report following a Parliamentary Enquiry into the effectiveness of legislation for tackling child sexual exploitation and trafficking within the UK.  The launch of the enquiry marked the 10th anniversary of the Sexual Offences Act 2003, which was the key piece of legislation in this area.

Resolved – That the report be noted.
