Corporate Scrutiny Panel – 24 March 2016

Councillor Perry attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

392  MINUTE’S SILENCE IN MEMORY OF THE VICTIMS OF THE RECENT TERRORIST EVENTS IN BELGIUM – The Chairman led a minute’s silence in memory of the victims of the recent terrorist incidents in Belgium.

393  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

394  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 3 March 2016, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

395  PUBLIC REQUESTS TO SPEAK There were no requests received.

396  TRANSFORMATION AND SHARED SERVICES – The Chairman welcomed Councillor Hannigan, Mike Wedgewood and Sally Jack to the meeting, the council’s Cabinet Member for Policy and Finance and Director of Policy and Resources.  Mrs Jack was North East Lincolnshire Council’s Assistant Director – Joint delivery and lead for the shared service between North and North East Lincolnshire Council’s.

The Cabinet Member informed the panel that the proposed shared service programme incorporated five services within Policy and Resources, namely Accountancy, Internal Audit, Information and Communications Technology (ICT), Human Resources and Legal and would take effect from 1 April 2016.

Councillor Hannigan formally thanked the Director and Assistant Director for the work that had been undertaken by both council’s in ensuring that the shared service adhered to the business plans and was on schedule for its launch date of 1 April 2106.

The Chairman then invited the Director and Assistant Director to provide more detail on the proposed shape and functions of the shared service post 1 April 2016.

Resolved – (a) That the position be noted, (b) that the Cabinet Member for Policy and Finance, Director of Policy and Resources and Assistant Director – Joint Delivery be thanked for their attendance, presentation and for answering members’ questions, and (c) that the Panel revisit Transformation and Shared Services in six months time.
