Health Scrutiny Panel – 4 April 2016

PRESENT:  Councillor Mumby-Croft in the Chair.

Councillors Carlile (Vice-Chair), Ogg, Oldfield and Wells.

The panel met at the Civic Centre, Scunthorpe.

340  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of interest.  No whip was declared.

341  PUBLIC REQUESTS TO SPEAK– There were no requests received.

342  CABINET MEMBER AND SERVICE AREA PRIORITIES The Chairman welcomed Cllr Waltham, Cabinet Member for Health and Strategic Projects and Chairman of the Health and Wellbeing Board to the meeting.  Councillor Waltham had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had recently occurred.  Members asked a number of questions relevant to Cllr Waltham’s portfolio, including subjects such as Health and Wellbeing Board priorities and governance arrangements, smoking, housing, and alcohol misuse.

Resolved – That the Cabinet Member for Health and Strategic Projects be thanked for his attendance, presentation and for answering members’ questions.

343  ROTHERHAM, DONCASTER AND SOUTH HUMBER NHS FOUNDATION TRUST – DRAFT QUALITY ACCOUNT – Karen Cvijetic, Head of Quality and Patient Engagement, and Wendy Joseph, Deputy Director of Nursing and Quality, were welcome to the meeting by the Chairman.  Karen gave a presentation on the Trust’s developing Quality Account, performance throughout 2015/16, and priorities for 2016/17.  Karen identified a number of key successes in the previous year, including performance against Monitor targets, the recent Patient Survey and Staff Survey and patient Safety.  Karen also described areas where the Trust wished to continue to focus on.  It was confirmed that a draft Quality Account document would be circulated to the panel in the coming weeks.

Members asked a number of related questions, including on Child and Adolescent Mental Health Services, support for Tier 1 and Tier 2 services, and the role of the Voluntary and Community Sector.

Resolved – (a)  That Karen Cvijetic and Wendy Joseph be thanked for their attendance and for answering members’ questions, and (b) the draft Quality Account be circulated when received, and the panel consider and agree comments for submission to the Trust.
