Health Scrutiny Panel – 14 March 2016

PRESENT:  Councillor Mumby-Croft in the Chair.

Councillors Carlile (Vice-Chair), Ogg, Oldfield and Wells.

The panel met at the Civic Centre, Scunthorpe.

332  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Cllr Ogg declared a personal interest on item 334 as a member of his immediate family was employed by Northern Lincolnshire & Goole NHS Foundation Trust. Cllr Wells also declared a personal interest on item 334 as a member of St John Ambulance North-East Region.  No whip was declared.

333  PUBLIC REQUESTS TO SPEAK– There were no requests received.

334  EAST MIDLANDS AMBULANCE SERVICE NHS TRUST – DRAFT QUALITY ACCOUNT The Chairman welcomed Paul Benton, Deputy Director of Quality, and Kirsty Latham, Community Engagement Officer, to the meeting.  The Chairman explained that Paul and Kirsty had been invited to present the service’s draft Quality Account document, outlining performance through the year and highlighting priorities for 2016/17.

Paul gave a detailed presentation on the previous priorities related to clinical effectiveness, patient safety and patient experience, describing performance on their targets and work undertaken.  Paul explained that these priorities would continue into 2016/17, building upon previous work, before setting out planned arrangements to continue improvements.

The Chairman then led a discussion on a wide range of related topics, including links to mental health services, diversionary schemes to signpost or refer away from emergency care, care pathway development, best practice, and staffing issues.

Resolved – (a) That Paul Benton and Kirsty Latham be thanked for their attendance and presentation, and (b) that the Director of Policy and Resources draft a suitable response and, following consultation with the Chairman and Vice-Chair, it be submitted as part of East Midland Ambulance Service’s Quality Account stakeholder engagement.
