People Scrutiny Panel – 3 November 2016

Statutory Co-opted Members: Mrs P Whittaker (Parent Governor Representative), Mr P Thompson (Church Representative).

The panel met at the Civic Centre, Scunthorpe.

324  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations or whip declared.

326  CHILDHOOD VACCINATION – TheChairman welcomed Dr Phillip Kirby, Screening and Immunisation Lead (North Yorkshire & Humber) and Charlie Chidlow, Screening and Immunisation Co-ordinator,  NHS England / Public Health England, to the meeting.  The Chairman explained that Phil and Charlie had been invited to update the panel on local performance and processes for ensuring community protection for communicable childhood disease, via vaccination.

Phil and Charlie gave a detailed presentation onperformance in North Lincolnshire, the region and the country, on the diseases covered in the Government’s ‘Green Book’.  A description was given of variation across the area, and possible reasons for this.  Members asked a number of questions, including on issues such as the sharing of a comprehensive data set, health inequalities, processes and safeguards, and the vaccination rate for HPV.

Resolved – (a)  That Dr Phillip Kirby and Charlie Chidlow be thanked for their presentation and for responding to members’ questions, and (b) that the panel scope a potential review into this issue, with the aim of improving local performance.

327  FORWARD PLAN – The Chairman led a discussion on the panel’s future priorities and work programme.

Resolved – That, as agreed above (minute 326 refers), the panel scope and conduct a review into Childhood Vaccination and Immunisation.
