People Scrutiny Panel – 22 September 2015

PRESENT: –  Councillor Marper in the Chair.

Councillors Collinson (Vice-Chair), Armiger, Glover and Oldfield.

Statutory Co-opted Members: Mrs P Whittaker (Parent Governor Representative), Mr W Egan, Mr P Thompson (Church Representative).

The panel met at the Civic Centre, Scunthorpe.

313  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The Chairman declared a personal interest as a Governor at Alkborough Primary School.  Mrs Whittaker declared personal interests as a current foster carer and as a Parent Governor at St. Lukes School.  Cllr Armiger also declared a personal interest as a Governor at Rotherham, Doncaster and South Humber Mental Healthcare Foundation Trust.

314  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 1 September 2015, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

315  PUBLIC REQUESTS TO SPEAKThere were no requests received.

316  SCHOOL NURSING PROVISION – The Chairman welcomed Becky McIntyre, the council’s Assistant Director (Prevention and Commissioning), to the meeting.  The Chairman explained that Becky had been invited to attend in order to provide the panel with an overview of school nursing generally across North Lincolnshire.  Following an initial presentation of the national context and local situation, a general discussion took place, with members asking questions on a number of issues, including the number and specialism of staff, caseloads, links to the Child Weight Management Programme, and referral pathways.

Resolved – (a)  That Becky McIntyre be thanked for her presentation and for responding to members’ questions, and (b) that further information, as requested, be circulated to the panel in due course.

317  ADDED ITEM – The Director of Policy and Resources explained that an added item on free school meal provision had been received and, in accordance with the council’s constitution, a report and update would be provided at a future meeting of the panel
