Places Scrutiny Panel – 13 April 2016

The panel met at the Civic Centre, Scunthorpe.

528     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following member declared a personal interest –

529     MINUTES – Resolved – That the minutes of the proceedings of this panel held on 23 March 2016, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

530     PUBLIC REQUESTS TO SPEAK – There were no requests received.

531     DOMESTIC ABUSE – The Chairman welcomed Debra Winning, the council’s Domestic Abuse Strategy Manager to the meeting.  Mrs Winning had been invited to the meeting to discuss with members domestic abuse.

Mrs Winning informed the Panel of the rationale and benefits behind the new service specification, how the new service provider would be held to account, what would service users experience with the new provider and the financial savings the new contract would generate.

The Chairman then facilitated a discussion between Panel members and Mrs Winning.

Resolved – (a) That the council’s Domestic Abuse Strategy Manager be thanked for her attendance, presentation and for answering members’ questions, and (b) that the Panel revisit the domestic abuse contract in six months’ time.

532     (9)      FEMALE GENTIAL MUTILATION – The Director of Policy and Resources circulated a draft scrutiny brief and terms of reference for its review into Female Genital Mutilation.  In addition, members explored the feasibility of co-opting an expert on to the Panel to assist them with the review.

Resolved – (a) That the scrutiny brief and terms of reference be approved, and (b) that the co-option of an expert be explored by the Director of Policy and Resources.

533     PLACES SCRUTINY PANEL – 5 MAY 2016 – The Chairman informed the meeting that the 5 May 2016 meeting of the Places Scrutiny Panel fell on the same date as the Police and Crime Commissioner elections.

Resolved – That the 5 May 2016 Places Scrutiny Panel meeting be cancelled.
