MINUTES

PRESENT:  Councillor Robinson in the chair.

Councillors Gosling (Vice-Chair), Ali, J Davison and Wells.

The panel met at the Civic Centre, Scunthorpe.

DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

PUBLIC REQUESTS TO SPEAK – There were no requests received.

3  (1)  TERMS OF REFERENCE AND PANEL MEMBERSHIP The Director of Policy and Resources briefed members on the Governance Scrutiny Panel terms of reference and panel membership which were agreed by council at its Annual Meeting on 10 May 2016.

Resolved – That the panel’s terms of reference and panel membership be noted.

4  (2)  CABINET MEMBERS – The Director of Policy and Resources briefed members on the relevant Cabinet Members and their portfolios that fell within the Scrutiny Panel tThe Director of Policy and Resources circulated dates of future scheduled meetings.  .

Resolved – That the future meetings of the scrutiny panel be noted.

TRAINING REQUIREMENTS – The Chairman invited members to contact the Director of Policy and Resources should they require member development on any aspects of the panel’s terms of reference.

Resolved – That the position be noted.

CONSIDERATION OF WORK PROGRAMME Members discussed their future work programme and priorities for the 2016/17 municipal year.

Resolved – (a) That the Cabinet Member for Governance and Transformation and Director of Policy and Resources be invited to the Panel’s next meeting to discuss their priorities for the Municipal Year 2016/17, and (b) that consideration of the Panel’s work programme be deferred until the following meeting.

NORTH LINCOLNSHIRE COUNCIL PREPARATIONS FOR THE EUROPEAN REFERENDUM – THURSDAY 23 JUNE 2016 – The Chairman welcomed Mel Holmes, the council’s Head of Democratic Services and Anthia Taylor, the council’s Electoral Services Manager to the meeting to discuss the council’s preparations for the European Referendum on Thursday 23 June 2016.

The Head of Democratic Services and the Electoral Services Manager briefed the Panel on the arrangements that were in place prior to and on election day for the EU Referendum.

Following the update, the Chairman facilitated a discussion between panel members and the Head of Democratic Services and Electoral Services Manager.

Resolved – That the Head of Democratic Services and Electoral Services Manager be thanked for their attendance and for answering members questions.
