MINUTES

PRESENT: –  Councillor Marper in the Chair.

Councillors Collinson (Vice-Chair), Bainbridge, Clark, and Longcake.

Statutory Co-opted Member: Mr W Egan (church representative) and Mr S Milner and Mrs P Whittaker (Parent Governor Representatives).

The panel met at the Civic Centre, Scunthorpe.

381     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest on item 383 as a Foster Carer for North Lincolnshire Council.  Cllrs Collinson and Clark declared personal interests on item 383 as they had relatives working in the People Directorate at North Lincolnshire Council.

No whip was declared.

382     PUBLIC REQUESTS TO SPEAK– There were no requests received.

383     SUPPORTINGING LOOKED AFTER CHILDREN INTO EDUCATION, EMPLOYMENT AND TRAINING – The Chairman welcomed Darren Chaplin, Principal Officer – Virtual School and Inclusion, to the meeting.  The Chairman explained that Darren had been invited to discuss the council’s actions in supporting looked after children into education, employment and training. Darren gave a comprehensive presentation on the number of children in care, attainment and absence rates, and the percentage of care leavers who are currently in education, employment and training.  Darren then explained the ongoing work to improve performance, continue to raise aspiration, and support transition.

Members discussed further, asking a number of related questions, including working with employers and the Virtual School, apprenticeships, corporate parenting, and school engagement.

Resolved – (a) That Darren Chaplin be thanked for his attendance, presentation, and for answering members’ questions, and (b) that the situation be noted.
