PRESENT: –  Councillor Marper in the Chair.

Councillors Collinson (Vice-Chair), Bainbridge, Clark, and Longcake.

Statutory Co-opted Member: Mr W Egan (church representative) and Mr S Milner and Mrs P Whittaker (Parent Governor Representatives).

The panel met at the Civic Centre, Scunthorpe.

385     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest on item 387 as a Foster Carer for North Lincolnshire Council.  Cllrs Collinson and Clark declared personal interests on item 383 as they had relatives working in the People Directorate at North Lincolnshire Council.

No whip was declared.

386     PUBLIC REQUESTS TO SPEAK– There were no requests received.

387     (1)      LOCAL SAFEGUARDING CHILDREN BOARD (LSCB) – ANNUAL REPORT 2015/16 – The Chairman welcomed Edwina Harrison, Independent Chair, to the meeting.  It was explained that is was a requirement to share the LSCB Annual Report with various groups, including the People Scrutiny Panel, to ensure oversight and to develop understanding of the Board’s role.

Edwina gave an oversight of key workstreams throughout the year, including action to tackle child sexual exploitation, neglect, and to improve early help.  There was a broad discussion or related issues and Edwina responded to members’ questions throughout.

Resolved – (a) That Edwina Harrison be thanked for her attendance, presentation, and for answering members’ questions, and (b) that the situation be noted.

388     (2)      LOCAL SAFEGUARDING ADULTS BOARD (LSAB) – ANNUAL REPORT 2015/16 – Moira Wilson, Independent Chair of the LSAB, was welcomed to the meeting by the Chairman.  It was explained that is was a requirement to share the LSAB Annual Report with various groups, including the People Scrutiny Panel, to ensure oversight and to develop understanding of the Board’s role.

Moira described the LSAB’s priorities, covering keeping adults safe at home and in care and health settings, raising awareness of keeping people safe, and effectively leading multi-agency safeguarding.  Moira provided more detail on the ongoing work underpinning these priorities, and described performance in these areas.  Members asked questions throughout, including on the CQC, cold calling, care homes, and links to the council’s commissioning arrangements.  Moira responded appropriately.

Resolved – (a) That Moira Wilson be thanked for her attendance, presentation, and for answering members’ questions, and (b) that the situation be noted.
