PRESENT: Councillor Marper in the Chair.

Councillors Glover, Godfrey, Kataria and Clark.

Statutory Co-opted Members: Mr W Egan (Church Representative), Mr S Milner, Mrs P Whittaker (Parent Governor Representatives).

The panel met at the Civic Centre, Scunthorpe.

358  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest on item 360 as a foster carer.  No whip was declared.

359  PUBLIC REQUESTS TO SPEAK– there were no requests received.

360  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor Reed, the council’s Cabinet Member for Adults and Families, and Councillor Rose, the Cabinet Member for Children, Families and Learning, to the meeting. Councillors Reed and Rose had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred, were ongoing, or were planned for the future.  Members held a wide-ranging discussion about relevant issues.

Resolved – That the Cabinet Members for Adults and Families and Children, Families and Learning be thanked for their attendance, presentation and for answering members’ questions.

361  PEOPLE SCRUTINY PANEL – The Chairman invited the Director of Policy and Resources to update the panel on the terms of reference, membership and future scheduled dates of the scrutiny panel, also inviting members to submit suggestions for member training and development.

The Chairman then discussed possible items for future work and priorities for 2016/17.  Other panel members contributed with suggestions.

Resolved – (a) That the panel’s terms of reference, membership and future scheduled dates of the scrutiny panel be noted, with suggestions for future training requirements forwarded to the Director of Policy and Resources, (b) that a site visit to Sir John Mason House in Winterton be arranged for the panel, (c) that the panel scope potential reviews on Special Educational Needs and Disability, supporting Children in Care, the proposed extension of free childcare, and dementia awareness and planning, and (d) that the panel also liaise with the council’s Governance Scrutiny Panel on the possibility of a review into Female Genital Mutilation.
