PRESENT: – Councillor Robinson in the chair.
Councillors Gosling (Vice-Chair), Longcake, Swift and Wells.
The panel met at the Civic Centre, Scunthorpe.
45 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Cllr Robinson declared a personal interest as a member of the Isle of Axholme and North Nottinghamshire Water Level Management Board. Cllr Wells declared a personal interest as a member of the North East Lincolnshire Internal Drainage Board.
No whip was declared.
46 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 9 November 2017, and the special meeting held on 9 November 2017, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.
47 PUBLIC REQUESTS TO SPEAK – There were no requests received.
48 LOCAL ACTION TAKEN TO MANAGE FLOOD RISK IN NORTH LINCOLNSHIRE COUNCIL. The Chairman welcomed Rob Beales, the council’s Head of Service – Transport, Highways and Environment, and Mike Simpson, Asset Manager, to the meeting. The Chairman explained that the officers had been invited to give an overview of local efforts to minimise the risk of floods across North Lincolnshire to assist and inform elected members, in accordance with the recommendations arising from the 2008 Pitt Review.
The Head of Service gave a comprehensive overview of this work, providing a detailed explanation of the statutory duties, ongoing work across the council and with partner organisations, the compilation of a Register of Significant Infrastructure, and developing work to strengthen flooding prevention as part of the planning process.
Members discussed a number of localities across North Lincolnshire, asking relevant questions throughout, including on topics such as maintenance of pumping stations, liaising with the Environment Agency, scheme modelling and prioritisation, and the Local Flood Risk Management Strategy.
Resolved – (a) That the Head of Service – Transport, Highways and Environment, and the Asset Manager, be thanked for their attendance, presentation and for answering scrutiny panel members’ questions; (b) that the situation be noted, and (c) that officers be invited back in twelve months to provide a further update.
