Health Scrutiny Panel – 5 March 2018

PRESENT:-   Councillor Mumby-Croft in the Chair.

Councillors Armiger, Ogg, O’Sullivan and Wilson.

The panel met at the Civic Centre, Ashby Road, Scunthorpe.

452     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests, or personal or personal and prejudicial interests.

No whip was declared.

453     PUBLIC REQUESTS TO SPEAK– There were no requests received.

454     EAST MIDLANDS AMBULANCE SERVICE – DRAFT QUALITY ACCOUNT 2017/18 –  The Chairman welcomed Paul Benton, Deputy Director of Quality, and Kirsty Latham, Communications Officer, East Midlands Ambulance Service (EMAS), to the meeting.  The Chairman informed the panel that the representatives from EMAS had been invited to the meeting to discuss progress on the Service’s priorities in the previous 12 months and to look forward to actions to identify and deliver the priorities for the forthcoming year.  Paul confirmed that the Draft Quality Account was being finalised and would be shared with the panel in due course, in order to allow members to formulate and return their comments.

Paul confirmed that the Service had decided to adopt the same four priorities for the forthcoming year.  These were:

·                  Staff health and wellbeing,

·                  Improving focus on RED1 performance and Return of Spontaneous Circulation (ROSC) rates,

·                  Improving care for sepsis patients,

·                  Reducing conveyance to Accident and Emergency Departments.

Paul and Kirsty gave details of each of these, describing ongoing and planned work.  The Chairman and other panel members asked a range of questions, including on issues such as handover delays, vacancy rates, ‘flu take-up, stroke care, and staff welfare schemes.

Resolved – (a) That Paul Benton and Kirsty Latham be thanked for their attendance and for providing answers to members’ questions, and (b) that, upon receipt of the Draft Quality Account document, members would consider the content and formulate a response.
