People Scrutiny Panel – 12 December 2017

PRESENT: –  Councillor T Foster in the Chair.

Councillors Collinson, Evison, Godfrey, and Rowson.

Statutory Co-opted Members: Mr W Egan (Church Representative) and Mr S Milner (Parent Governor Representative).

The panel met at the Civic Centre, Scunthorpe.

433     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Cllrs Collinson, Evison, Godfrey and Rowson, and Mr Egan and Mr Milner declared personal interests on item 3 on the agenda (School Improvement and Performance 2016/17 – minute 435 refers) as they were School Governors.

No whip was declared.

434     PUBLIC REQUESTS TO SPEAK– There were no requests received.

435     SCHOOL IMPROVEMENT AND PERFORMANCE 2016/17 The Chairman welcomed Tina Page, Head of Standards and Effectiveness, to the meeting.  The Chairman explained that Tine had been invited to present the emerging data around school performance in 2016/17.  Tina explained that the Annual Education Report was currently being finalised, and would be distributed to members in due course when the data validation process was completed.  Despite the provisional nature of some of the data, Tina was able to provide some headline figures within a presentation.

Tina explained that North Lincolnshire was aiming for top quartile performance in all outcomes by 2020, and then gave a comprehensive presentation covering performance at all relevant key stages.  Members asked relevant questions throughout, such as the impact of recent efforts to boost literacy, any attainment gap, rates of exclusions, working with local businesses, and arrangements for supporting schools to improve.

Resolved – (a) That Tina Page be thanked for her attendance, presentation and for answering members’ questions, (b) that the Annual Education Report and presentation slides be distributed to the panel, and (c) that the situation be noted.

436     ADDED ITEM – The Director: Governance and Partnerships informed the panel that there was one outstanding added item request on the Annual Adult Services Complaints report.  Arrangements were underway to enable the panel to discuss this item.
