PRESENT: –  Councillor T Foster in the Chair.

Councillors Collinson, Evison, Godfrey and Ogg.

Statutory Co-opted Members: Mr S Milner and Mrs P Whittaker (Parent Governor Representatives) and G Marsden (Church Representative).

The panel met at the Civic Centre, Scunthorpe.

451     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest as a foster carer.  Cllr Collinson declared an interest as he had relatives who worked in the Disability Team.

No whip was declared.

452     PUBLIC REQUESTS TO SPEAK– There were no requests received.

453     ADDED ITEM – PROCESS FOR APPOINTING LOCAL AUTHORITY GOVERNORS The Chairman explained that, following a request from a member of one of the council’s scrutiny panels and in line with the council’s Constitution, the Director of Learning, Skills and Culture had been invited to discuss the process for appointing Local Authority Governors.  The Director gave an overview of the process and described the evolving roles and responsibilities of Governors.  The panel discussed the issue, asking a number of relevant questions.

Resolved – That the position be noted.

454     CHILDREN AND YOUNG PEOPLE’S EMOTIONAL HEALTH AND WELLBEING – ENSURING APPROPRIATE, TIMELY AND INTEGRATED SUPPORT – The Chairman welcomed Christina Harrison, George Voulgaris and Darren Brierley, Rotherham, Doncaster and South Humber NHS Foundation Trust (RDaSH), to the meeting. The Chairman explained that the representatives from RDaSH had been invited to attend the meeting to explain their roles and responsibilities in providing support and appropriate services to young people.

The representatives gave a detailed presentation on local policy and strategy, referral pathways, available support and funding.  The Chairman then led a discussion, with members asking appropriate questions on issues such as specialist services, models of care, and referrals.

Following the discussion, members considered the Terms of Reference for their review.

Resolved – (a) That Christina Harrison, George Voulgaris and Darren Brierley be thanked for attendance, presentation and for answering members’ questions; (b) that the information provided be noted, and (c) that the panel agree the Terms of Reference.
