473     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

474     PUBLIC REQUESTS TO SPEAK – There were no requests received.

475     (1)      ITEM REQUESTED FOR CALL-IN IN ACCORDANCE WITH PARAGRAPH 22 OF PART D RULE 5 (OVERVIEW AND SCRUTINY PROCEDURE RULES) OF THE COUNCIL’S CONSTITUTION – Minute 6 of the Adults, Health and Community Wellbeing Cabinet Member meeting held on 9 November 2018 – Approval of Community Grant Fund Application – North Lincolnshire in Bloom.

The Chairman welcomed everyone to the meeting, and invited a nominee of the members who had requested the call-in to speak on the above decision and question the Cabinet Members. Members outlined areas of concern as reasons for seeking a review of the above decision. Namely –

“This proposal continues to disadvantage the residents of Scunthorpe.  All North Lincolnshire in bloom proposals were funded by the grant scheme, except for the Scunthorpe schemes which were funded by Scunthorpe special expenses, this report seeks to extend the division by giving further grants to town and parishes.

The decision should be amended so that all North Lincolnshire in Bloom proposals are supported through the community grant scheme.”

Following a discussion on the above issues, the Adults, Health and Community Wellbeing Cabinet Member was invited to respond to the concerns and reasons for the decision being called in, and be held to account for the decision taken.

It was then –

Moved by Councillor Evison and seconded by Councillor Wells –

That no further action be taken, and the Approval of Grant Fund Application – Winter in Bloom decision of the Adults, Health and Community Wellbeing Cabinet Member (minute 6 refers) be implemented with immediate effect.

It was then –

Moved by Councillor Collinson and seconded by Councillor Davison as an amendment –

That the decision be referred back to the decision-taker for reconsideration within five working days
