30 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests, or personal or personal and prejudicial interests.

No whip was declared.

31 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 17 December 2019, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

32 PUBLIC REQUESTS TO SPEAK – There were no requests received.

33 LEADER PORTFOLIO – PLACE SHAPING AND CONNECTIVITY CABINET MEMBER – The Chairman informed the meeting that due to his attendance at an unforeseen urgent meeting, the Leader of the Council was unfortunately unable to attend the meeting.

Resolved – That consideration of the Leader Portfolio – Place Shaping and Connectivity Cabinet Member be deferred to a future meeting, to allow Councillor Waltham MBE to attend.

34 TERMS OF REFERENCE AND PANEL MEMBERSHIP – The Director: Governance and Partnerships briefed members on the Places Scrutiny Panel terms of reference and panel membership which were agreed by council at its Annual Meeting on 20 May 2019.

Resolved – That the panel’s terms of reference and panel membership be noted.

35 MEETINGS OF THE SCRUTINY PANEL – The Chairman facilitated a discussion on the frequency of future meetings.

Resolved – That the position be noted.

36 TRAINING REQUIREMENTS – The Chairman invited members to contact the Director: Governance and Partnerships should they require member development on any aspects of the panel’s terms of reference.

Resolved – That the position be noted.

37 CONSIDERATION OF WORK PROGRAMME Members discussed their future work programme and priorities for the 2020/21 municipal year.

Resolved – That the Director: Governance and Partnerships draft a work programme for consideration by the panel at its next meeting.

38 CRIME RESILIENCE IN NORTH LINCOLNSHIRE FOLLOWING THE CLOSURE OF SCUNTHORPE CUSTODY SUITE – The Chairman informed the Panel that Councillors Mitchell, Evison and Ali visited the new South Humber custody suite on 22 January 2020. Councillors were shown around the facility by Chief Superintendent Wildbore and Chief Inspector Maultby. Attendees were shown CCTV footage of how a visitor to the custody suite was processed, before viewing performance data of both the former Scunthorpe custody suite and South Humber custody suite.

On conclusion of the site visit, the attendees agreed that consideration of the crime resilience in North Lincolnshire following the closure of Scunthorpe custody suite be deferred and re-considered at a later date. This was to allow the facility to be in operation for a length of time before the scrutiny panel considered the impact of its opening.

The Chairman then facilitated a discussion on the next stages of the review.

Resolved – That consideration of the review into crime resilience in North Lincolnshire following the closure of Scunthorpe custody suite be deferred and reconsidered at a later date.

39 ADDED ITEM – The Chairman informed the meeting that the added item submitted by Councillor A Davison on Neighbourhood Action Teams would be considered by the Panel at its meeting on 9 September 2020.
