255  APPOINTMENT OF CHAIRMAN – Resolved – That Mr Harvie be and he is hereby appointed chair of the committee. 

Mr Harvie thereupon took the chair.

256  APPOINTMENT OF VICE CHAIRMAN – Resolved – That Mr Cuckson be and he is hereby appointed vice – chairman of the committee. 

257  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS – There were no declarations of interests.

258  MINUTES – Resolved – (a) That the minutes of the meeting of this committee held on 24 March 2011, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chair.

 259  (1) COMPLAINTS/CODE OF CONDUCT UPDATE – The Monitoring Officer submitted an update on progress with complaints received.

Three further complaints had been received since the last meeting and would be assessed shortly. Two were ready for determination and meetings would be arranged to deal with these. A total of nine complaints were currently outstanding.

Resolved – That the report be noted.

260  THE LOCALISM BILL – The Monitoring Officer updated members on the current position with the Localism Bill. Members noted that parish and town councils would soon have a duty to maintain high standards of conduct and discussed how the committee could assist them. It was suggested that, once more information was available as to the options available to local councils after abolition of the current standards regime, a briefing session be held with parish clerks.

Resolved – (a) That the report be noted, and (b) that consideration be given at a future meeting as to how town and parish councils can be supported in the future.
