13 (13) WORKSMART BUSINESS PROCESS IMPROVEMENT – The Chief Executive submitted a report seeking approval to changes to administrative arrangements, as an interim solution, whilst the WorkSmart Business Process Improvement Project undertook a full review of the building administration arrangements.

From 1 April 2010 the council established the WorkSmart Programme as part of the council’s transformation programme.  The WorkSmart Programme consisted of six work streams; Accommodation, Business Process Improvement (BPI), Change Management, Customer Contact, Document Management and Information Technology.

The BPI work stream focused on standardising and streamlining administration/support processes to reduce duplication and improve the support service that was provided within each of the three main buildings, Church Square House, Civic Centre and Hewson House.

Church Square House central administration team had been established and implemented, the Civic Centre team was established and an implementation plan was underway.  Hewson House was due to undergo a review in 2013.

The Local Taxation and Benefits shared service had commenced on 1 July 2012, the North Lincolnshire base for the service was Hewson House.  Analysis of the administration work within the service had been undertaken and had been identified at 37 hours per week.  From 1 September 2012, the post in question would be vacant, so it was therefore proposed that it be transferred to the Places Directorate in anticipation of the central administration team being established within that area.

Resolved – (a) That the proposal to transfer the post identified in the report to the Facilities Management team within the Places Directorate, be approved, and (b) that the post be recruited to on a temporary basis, for six months, pending a full administration review in 2013 of the WorkSmart Business Process Improvement workstream.
