Adults Cabinet Member – Minutes – 11 August 2015

1 (1) STATEMENT OF PURPOSE FOR NORTH LINCOLNSHIRE COMMUNITY SUPPORT TEAM – The Director of People submitted a report which sought approval for the Community Support Team Statement of Purpose for 2015-2016.

North Lincolnshire Council’s Community Support Team was a Domiciliary Care Agency registered to provide personal care to people who lived in their own homes.  During 2014/15 it provided short-term rehabilitation services to 1,498 people, assisting individuals to regain as much independence as possible.

The Care Quality Commission (CQC) was the national regulator and undertook unannounced inspections of registered services to ensure that they were providing services that met fundamental standards of care.

Regulated services were required to provide CQC with a statement of purpose detailing who they were as service providers, their aims and objectives, what services were provided, and details of the regulated manager.  It was a requirement that the Statement of Purpose was updated annually.

Resolved – That the Statement of Purpose for North Lincolnshire Community Support Team be approved.

2 (2) STATEMENT OF PURPOSE FOR NORTH LINCOLNSHIRE INTERMEDIATE CARE CENTRE – The Director of People submitted a report which sought approval for the Intermediate Care Centre at Sir John Mason House Statement of Purpose for 2015-2016.

North Lincolnshire Council’s Intermediate Care Centre is registered to provide short term rehabilitation and reablement for up to 30 residents of North Lincolnshire by social care with support from Health.  During 2014/15 576 people, accessed the intermediate care service.  These individuals come to the service because they have been in hospital and are medically fit but not yet fit enough to go home and they need some support to return to being as independent as possible.

Resolved – That the Intermediate Care Service’s Statement of Purpose be approved and continues to support the work of the Service.

3 (3)  VULNERABLE ADULTS STRATEGY 2015/18 – The Director of People submitted a report which sought approval of the Local Authorities declaration to the National “Think Local Act Personal (TLAP) initiative and acknowledgment that the principles were incorporated into the strategy.

The Adults Partnership was established in April 2014 as a stakeholder reference group which brought together partners across the adults workforce to help improve outcomes for vulnerable adults and their families/carers.  One of the key functions of the Adults Partnership was to develop and implement the Vulnerable Adults Strategy.

The strategy set out the councils overall aims and was written in the context of the Care Act 2014. In particular, it articulated the councils direction for prevention, person centred care and support and partnership working.

The underpinning principles for Vulnerable Adults strategy took account of the TLAP initiative.  Details were outlined within the report.

The strategy set out the strategic ambitions that the partnership wanted to achieve for vulnerable adults in North Lincolnshire. These were built around the above principles and were as follows:

• Vulnerable adults live well for longer
• Vulnerable adults were enabled to be involved in community life
• Vulnerable adults had choice and control

Resolved – (a) That the Vulnerable Adults Strategy be endorsed for publication and the proposals for dissemination; (b) that the Local Authorities declaration to the TLAP initiative be approved, and (c) the TLAP principles are incorporated into the Vulnerable Adults Strategy and acknowledged.

4 (4) REVISED DEFERRED PAYMENTS SCHEME – The Director of People submitted a report which sought approval of the revised Deferred Payment Scheme.

North Lincolnshire Council had provided Deferred Payments agreements for eligible people since 2010.  The Care Act 2014 legislated that all councils should offer a Deferred Payments Agreement to all adults that met the care and support eligibility criteria.

The Deferred Payment scheme was a legal agreement between the council and an individual. The scheme was summarised in the fact sheet appended to the report.

Resolved – That the proposed Deferred Payments Scheme outlined in the appendix to the report be approved.
