26  (26) RECONSTITUTION OF NEW HOLLAND CHURCH OF ENGLAND AND METHODIST PRIMARY SCHOOL BOARD OF GOVERNORS – The Director of People submitted a report seeking approval for a new instrument of government to allow the board of governors of New Holland Church of England and Methodist Primary School to be reconstituted.

At the full board of governors meeting of New Holland Church of England and Methodist Primary School held on 13 October 2015, the governors voted to reconstitute the board of governors in line with the School Governance (Constitution) (England) Regulations 2012 and the School Governance (Constitution) (Amendment) Regulations 2014.

Appendix 1 of the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of New Holland Church of England and Methodist Primary School.

Resolved –
That the new instrument of government for New Holland Church of England and Methodist Primary School be approved.

The corresponding report of the following item (Minute 27 refers) contains exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

27  (27) FOSTERING AND ADOPTION SERVICE RESTRUCTURE – The Director of People submitted a report seeking approval for the restructure of the Fostering and Adoption Service.

There were a number of national and local drivers impacting or likely to impact upon the functioning of the council’s Fostering and Adoption services.  These included Adoption Reform, namely the regionalisation of adoption services, Care Leavers “Staying Put”, new responsibilities for Special Guardianship as well as local need to recruit to and enhance the current service.

The current and future national and local drivers could be best met by aligning the adoption and fostering services.  Therefore it was proposed to restructure to ensure that the service was streamlined to best meet current expectations.

The report set out details of the proposed restructure.

Resolved – That Option 1, as set out in paragraph 3.2 of the report, be approved.
