1 (1) COST OF RESIDENTIAL CARE FOR OLDER PEOPLE – The Director of People submitted an urgent report informing the Cabinet Member of the outcome of the cost of care exercise undertaken in partnership with local providers, and seeking approval of a formal proposal based on rewarding quality to the representative body CHANNEL for their consideration.

The council was committed to promoting the continued independence of all adults by helping to prevent, reduce or delay the need for care and support.

The council recognised that for many people care and support provided in a residential or nursing care home may be required and in these situations the council expected the independent care home market to provide the high quality care the older population was entitled to.

The council had a long history of working in partnership with these sector providers to improve the quality of local provision and more recently to establish and agree the cost of providing care in North Lincolnshire.

A Memorandum of Understanding was agreed by the council and the Care Home Alliance for North and North East Lincolnshire (CHANNEL) to work together to commission an independent specialist auditor to conduct a confidential open book audit with care proprietors. The scope of the work was residential care for older people and the outcome was to establish an evidenced based actual cost of providing residential care for older residents in North Lincolnshire.

Details of the audit, and subsequent proposal, including financial implications, were set out in the report.

The matter was urgent in order to enable the necessary payment arrangement to be resolved so that financial deadlines could be met.

Resolved – That approval be granted for a formal proposal to be made based on rewarding quality to the representative body CHANNEL, for their consideration.
