4  (4)  SCUNTHORPE TOWN CENTRE DEVELOPMENT BRIEF – The Head of Regeneration and Planning submitted a report to inform on the progress to produce a development brief for Scunthorpe town centre and seek approval to develop a Marketing Brochure/Brief and seek interests from potential development partners.

It had been recognised that a comprehensive redevelopment of Scunthorpe town centre was essential in order to make the town more competitive and attract further inward investment to the North Lincolnshire area.  It was explained that the vision to develop the town centre was important due to a number of factors including the impending demolition of the leisure centre on Carlton Street, the potential demolition of the Carlton Street multi-storey car park and the proposed development of the Lincolnshire Lakes scheme which would significantly increase the population of the town through the provision of up to 10,000 new homes. 

The Council owned a significant land portfolio in the town centre and it was considered that this would provide an opportunity to seek interests from development partners to improve the existing offer either through a joint venture or with sites being released for development. 

It was proposed that the first stage of the development brief would take the form of a marketing brochure/brief that could be used for soft market testing. 

Resolved – (a) That the update on producing a development brief be noted, and (b) that the production of a marketing brochure/brief to be used for soft market testing as the first stage of developing a full development brief to secure a development partner be approved.
