24 (24) A HOUSING STRATEGY FOR NORTH LINCOLNSHIRE – The Director of Places submitted a report seeking approval to commence consultation on a draft housing strategy. 

The council had a legal duty to review the housing needs in its area and have a strategy to meet those needs.  In July 2011, the Cabinet Member agreed a timetable for a new Housing Strategy.

Council officers had used the new Strategic Housing Market Assessment to assist with drafting a new strategy.  The draft took account of the council’s priorities and evidence from many different sources.

Approval was required to consult with others to determine whether the proposals would meet local needs and the council’s priorities.  The draft Housing Strategy was appended to the report.  The proposed consultation would last until 9 November 2012.

The Localism Act required the council to have a Tenancy Strategy by January 2013.  The council must give its views on how to allocate social housing tenancies.  The Tenancy Strategy would form part of the Housing Strategy.

Resolved – (a) That consultation on the draft Housing Strategy be approved, (b) that a the results of the consultation be taken into account in the draft Housing Strategy, and (c) that the revised draft strategy be submitted to the Cabinet Member in December 2012 for approval.
