81 (22) NORTH LINCOLNSHIRE LOCAL DEVELOPMENT FRAMEWORK – HOUSING AND EMPLOYMENT LAND ALLOCATIONS DEVELOPMENT PLAN DOCUMENT – The Director of Places submitted a report which sought approval for the publication of the Housing and Employment Land Allocations Development Plan Document (DPD) thereby allowing representations on the soundness, and following the six week public consultation period it be submitted to the Secretary of State for independent examination.

An urgent decision was necessary due to the need to implement required arrangements immediately, in order to demonstrate a five year supply of deliverable housing sites.

The Housing and Employment Land Allocation Development Plan Document (HELADPD) was one of the key documents that formed the North Lincolnshire Local Development Framework (LDF). When adopted, it would set out where new housing (of many types) and employment development would take place over the next 15 years.

Set out within the report was a table which presented the latest position in terms of the housing requirement, spatial distribution and commitments.

The publication stage represented the final opportunity for members of the public, town and parish councils, elected members and other key stakeholders to have their say on the future allocations in the DPD.

Following the end of the public consultation period, the DPD together with any supporting information and the representations received would be submitted to the Secretary of State for independent examination. The independent examination normally took place around five or six months after the submission date and would provide a Planning Inspector the opportunity to discuss key issues arising from the DPD with key parties including the council.

Resolved – That the Housing and Employment Land Allocations DPD be published, thereby allowing representations to be made on the soundness and following the six week public consultation period be submitted to the Secretary of State for independent examination, with the following modifications (i) the removal of the Yaddlethorpe site, (ii) gypsy and traveller sites be removed and included within a future DPD, and (iii) that alternative contingency sites be included.
