80        (9) POST 16 STUDENT TRANSPORT POLICY 2013/2014 – The Director of People submitted a report seeking approval of the post 16 student transport policies for the academic year 2013/2014.

The report outlined proposals for implementing a wider use travel pass for certain bus routes and set out the options for changing the post 16 student transport policy to take account of part – time courses.

It was explained that the council had a statutory duty to facilitate the attendance of people of 6th form age to education or training, but students could be expected to pay all or part of the cost of transport.  The Government’s policy on Raising the Participation Age, required that from September 2013 all school leavers should continue to study or train in one of several ways which included the provision for part-time education.

The report outlined the proposal to alter the post 16 transport policies to encompass those students studying part-time and/or on courses of less than one academic year, and to consider the extension of travel times on certain routes being offered by the provider at no additional cost per pass.

The revised policies were appended to the report.

Resolved – (a)  The updated policies in Appendix 1 which includes those students studying part-time and/or on courses of less than one academic year be approved, and (b) that the extension of travel times on certain routes which is being offered at the same charge per pass, be approved.
