MINUTES

PRESENT: –  Councillor T Foster in the Chair.

Councillors Collinson, Evison, Gosling, and Wells.

Statutory Co-opted Member:  Mr W Egan (Church Representative), Mr S Milner, Mrs Whittaker (Parent Governor Representatives)

The panel met at the Civic Centre, Scunthorpe.

487     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest as a foster carer.  Cllr Collinson declared a personal interest as he had relatives who worked in the Disability Team. Cllr Evison declared a personal interest as his partner worked in the school music service.

No whip was declared.

488     PUBLIC REQUESTS TO SPEAK – There were no requests received.

489     SEND INCLUSION PLAN – ANNUAL REPORT 2017/18 – The Chairman welcomed Jemima Flintoff, Head of Standards and Effectiveness, to the meeting.  The Chairman explained that Jemima had been invited to discuss the SEND Inclusion Plan – Annual Report 2017/18 and to respond to members’ questions.

Jemima gave a detailed presentation on the report, explaining that outcomes locally were very good with the performance of several key indicators falling into the top quartile.  Jemima described the local governance arrangements that had been established to ensure that performance continued to improve.

Members then asked a number of questions on related issues, including exclusion rates, staff training, assessments, and arrangements in smaller schools.  Jemima responded fully throughout.

Resolved – (a) That Jemima Flintoff be thanked for her presentation and for responding to members’ questions, and (b) that report be noted.

490     ANNUAL EDUCATION REPORT 2017/18  – The Chairman invited Jemima Flintoff to also discuss the Annual Education Report 2017/18.  Jemima have an overview of the report, confirming that there were no inadequate schools in North Lincolnshire, that local safeguarding arrangements are effective, and that performance is improving in many areas.

Members discussed the report in more depth, asking questions on literacy, targeting of resources, exclusions, the teaching of music, and home schooling. Jemima took place in this discussion, answering members’ questions throughout.

Resolved – (a) That Jemima Flintoff be thanked for her presentation and for responding to members’ questions, and (b) that report be noted.
